About NAERE
National Agency for Energy Saving and Renewable Energy (NAERE) was founded in 2009.
New Federal Law № 261 "On energy saving and energy efficiency and on amendments to some legislative acts” dated 23 November 2009 defines basic requirements for energy efficiency of enterprises and organizations, the conditions of energy service contracts, the rules of the establishment and functioning of self-regulatory organizations in energy auditing, as well as introduces penalties for failure to comply with certain requirements and standards for energy efficiency.
 Mission of NAERE is to create environment and conditions that lead to dynamic growth of energy-saving services market to ensure efficient use of energy and increase energy security.
The purpose of the establishment is to bring together leading organizations in the field of energy efficiency to stimulate interest in problems of rational use of energy resources, and promoting investment in energy efficient projects.
At present NAERE unites more than 60 Russian and foreign companies. Its’ activities are coordinated by the Supervisory Board, which consists of representatives from: the Presidential Administration, Ministry of Regional Development, Ministry of Energy, Ministry of Finance, Government of Moscow, Leningrad Region Legislative Assembly, the banking community. NAERE’s members conduct full-scale projects with a scope varying from energy audits and technical solutions development to the installation and maintenance of energy efficient equipment.
